Did you try rotating the piston while applying air pressure at the same time? My pistons twice got stuck at a certain point and this helped. Got the idea from this video

These are Hope O2, the open system version of early Hope brakes and much more difficult to find these days. You can tell from the "O" on the caliper btw.
