Seatstay bridge rusty

Merely for improving my spray paint skills, I want to bring this abandoned Gary Fisher HooKooEKoo back to life.
Color of choice will be bright blue (verkeersbord-blauw).
What to do with this nasty rusty seatstay bridge?

The correct way to fix it is probably to cut out the rust and weld in new metal, but that seems like a lot of fussy work for your stated goals.

If you're ok with filling the hole, you could use something like JB Weld and then sand it smooth once hard. You could also slide a strip of steel into the hole and JB Weld or epoxy it in place to provide a base for autobody filler.
