Yes, the crankset is 1997, same as my Bonty. Regarding your new frame, I always thought it would be cool to get a new custom frame and stick some old school bits on, sort of the best of both worlds. Don't see many modern cranks that look as good as retro CNC stuff... Where abouts in Texas are...

No expert here, but I believe it's a process where the cranks were sort of 'rough' forged then milled/engraved and polished to achieve that lovely finish.
