There’s no rust so I would advise a paint touch-up and then buff out with course rubbing compound. I like originality with a patina of age but that’s not to everyone’s taste.

Some manufacturers label them as 700c while others like Conti label them 27”. In essence they are both the same for tubulars. Hope that clears that one up.

I have a 175mm set which was originally on a 73mm shell so should be just what you are looking for. Very low usage-probably 10hrs at most-I know this as have owned from new. Condition very good overall and with super smooth cartridge bearings.
