Looks like a proper cyclocross frame - top routed cables and no bosses for water bottles, bottom bracket looks high. Gear shifter from a flat barred bike and looks to be thrown on to make it function with gears. No bar ends suggests bar end shifters were there before. Its potentially a cheap way...

A great write up and a situation that will strike a chord with many here. Personally if you can't find someone in the fam or close by who would appreciate riding this then the charity route has the ring of whats right. Its still a great looking bike and has many many miles ahead of it.
