Item is relisted on eBay, tempted but looks like it's a 18" C-C, no slope on top tube. Someone will get a great buy.

The seller says it's 18" to top of seat tube, and a 23" top tube, is this likely ?

Frame is described as having 18" seat tube, I guess this will be large if it is measured to centre of top tube.
