A-head stem on a quill system?

I saw this bike last night, outside a supermarket.

What's interesting is the a-haed stem on an 1" quill system.

Is it some sort of connector attached to the steerer, or did the owner simply cut the old stem off, leaving just the vertical tube?
 
you can buy an adaptor, never used one myself but have heard they are quite heavy.
You can see them on that well known auction site
 
Never weighed a quill to ahead adapter, but not exactly heavy! And the ahead stem could easily weigh less than the quill it is replacing, so net increase barely noticeable!
 
I've got a quill adaptor on my p7. Its an alloy one and not heavy. I made it even lighter by fitting a titanium quill bolt. So now I can choose from a wide range of stems and have something with a four bolt face plat to make experimenting with different bars easier.
 
I have one of these adaptors in my wife's bike, and it weights 172 g including the shim. It is aluminum wit steel screw and quill.
