Isolator Front hub? Any ideas

Can someone give me an idea of what this is and its purpose?
Picked it up in a box of random bits...

I think that was a hub which had an elastomer built in to absorb shock from the trail. A kind of suspension hub, but it was the suspension itself - designed for use with rigid forks I guess.

I could be wrong though.

Is it a suspension hub? As in one that has suspension built in? The axle moves about in the hub body.

bolt it into some dropouts and hit it with a mallet?
