Rattle inside of Kona P2

I have just had to scrap a 92 Kona Fire Mountain since the BB is totally seized and the end caps have desintegrated with my efforts to remove them. It's toast and anyway it is of course worth more as parts...so parts it will become! An Exage groupset and the P2s, Velocity stem and bars, dog collar and clamp. Worth probably twice what I paid for the bike, sad but true. And the lovely looking purple to silver fade painted frame will be consigned to the attic in the garage where my old and useless but "can't bear to throw away" stuff goes to die.
So I take off the P2s and as I turn them to inspect there is a distinct rattle from inside. Like a bit of welding clinker or something. It tinkles along the fork length as you tip them, you probably would never notice on a complete bike while riding but it is annoying me.
The question is how to fix it. My initial idea is to inject some sort of glue through the drain hole to hold it at the bottom of the blade. Actually while writing this I am thinking perhaps spray foam is the answer.
has anyone had to do this?
 
The Waxoyl will set and should catch the loose bit(s) depending on size. I’ve done this on a few frame tubes, when I just cannot shake out the rust…very annoying!
