They were reformed. The inside too for chain clearance. cut and brazed back together. A clue that the wide rear spacing might not have been original? or someone wanted to run a seven speed cassette and needed more clearance for boots? Maybe it was the inspiration for the dual tire snow bike they built? The head tube lugs are unusual as well. Looks more like a mountain goat.
